[Ur] URL-decoding in -protocol fastcgi vs. -protocol http

I'm not sure I understand the problem, since you mention lighttpd in one 
place and Apache in another; however, I think this kind of post is more 
usefully submitted as a Mantis bug.  Would you mind doing that?
